Union Finance Minister Nirmala Sitharaman's presentation of the Union Budget 2025-26 comes at a strategic time, with elections looming in Delhi and Bihar. This year’s Budget speaks directly to three core groups—middle-class voters, farmers, and Bihar’s electorate—making it a politically savvy and inclusive approach as the government prepares for state elections later this year. The Budget not only makes strong political statements but also addresses the economic needs of the nation with significant relief measures and targeted reforms.
The middle class has long been an important constituency for the Bharatiya Janata Party (BJP). Traditionally seen as the backbone of India’s growth, their concerns have often been overshadowed by policies focused on the poor. However, in Budget 2025, Sitharaman breaks the mold, introducing significant tax relief aimed at easing the financial burden on the salaried middle class. With a zero income tax slab for those earning up to Rs 4 lakh, and reduced tax rates of 5% and 10% for income between Rs 4-8 lakh and Rs 8-12 lakh, respectively, the government addresses the pressing demands of the middle class. The most significant relief, however, comes from the rebate ensuring that taxpayers earning up to Rs 12 lakh annually will pay no income tax, unless subject to capital gains tax.
This tax overhaul is expected to boost disposable income for the middle class, allowing them more purchasing power. The Finance Minister has emphasized the vital role the middle class plays in the nation’s economy, dubbing them the "engine of growth." Acknowledging their contributions, she highlighted that under Prime Minister Modi’s leadership, the government recognizes the middle class as an essential driver of India’s economic future.
Apart from catering to the middle class, Sitharaman's Budget has also made a clear political statement by targeting Bihar, which is preparing for elections later in the year. With a strong emphasis on Bihar’s agricultural and industrial sectors, the government aims to address the region's specific needs through a mix of fiscal relief and investment initiatives. As coalition politics take center stage in Bihar, the Budget also aligns with broader electoral strategies, ensuring that key regional stakeholders are satisfied with the government’s economic direction.
Farmers have always been a central focus of BJP's policy, and this year’s Budget is no different. Sitharaman has proposed initiatives to help farmers in regions with low agricultural productivity. Aimed at improving farm output and providing better support to rural communities, the government intends to extend funding and technical assistance to farmers in over 100 districts. The “PM Kisan” scheme, along with a special focus on boosting the productivity of small-scale farmers, is set to further cement the government's support for agricultural reform.
Bihar, which heads to the polls soon, becomes an important factor in this year’s Budget. With several political and social groups in the state closely watching the Budget's impact, the government’s proposal to focus on Bihar’s development holds strategic importance. By directing resources to both agriculture and industrial growth in the region, the Budget aims to balance the need for political gains with socio-economic progress.
Union Budget 2025 brings forth a promise of growth, inclusivity, and empowerment for all sections of society. With a particular focus on the middle class, farmers, and Bihar’s development, it ensures that every segment of the population feels included in the government's vision of a prosperous future. The Budget's focus on tax relief, agricultural productivity, and targeted investments is expected to resonate with voters in the upcoming state elections, solidifying the BJP’s position as a party committed to national development while addressing regional concerns.
