For over a hundred years, the Registration Act of 1908 has been the backbone of India’s property documentation system. But as the nation marches ahead in the digital age, the need for a modern, secure, and citizen-first approach has never been clearer. Now, the Rural Development Ministry’s Land Resources Department is poised to turn the page with the introduction of The Registration Bill 2025.
In a significant move, the Ministry has released a draft of The Registration Bill 2025, designed to replace the pre-Constitution era law and usher in a new era of property registration. This proposed legislation aims to bring secure, efficient, and citizen-centric practices to every corner of the country.
Over the decades, the importance of registered documents has grown, forming the bedrock of financial, legal, and administrative decisions. The Ministry notes that as property transactions become increasingly central to public and private life, the registration process must evolve—becoming more robust, reliable, and adaptable to technological advancements.
Many states and Union territories have already embraced innovation, introducing features like online document submission and digital identity verification under the existing 1908 Act. These steps have paved the way for a more transparent and efficient system, but a harmonised national framework is now essential.
The new bill also seeks to clearly define the roles and responsibilities of registering officers, ensuring the integrity and reliability of the process in line with modern legal standards.

The Ministry is inviting public feedback on the draft bill as part of its pre-legislative consultative process. Citizens are encouraged to review the draft, available on the Department of Land Resources website, and submit their suggestions by June 25. Feedback can be sent in MS Word or machine-readable PDF format to sanand.b@gov.in.
