What is SRA (Slum Rehabilitation Authority) in Mumbai?

The Slum Rehabilitation Authority (SRA) is a statutory body established by the Government of Maharashtra to oversee, regulate, and facilitate the rehabilitation of slum dwellers in Mumbai through a structured redevelopment model involving private developers.

How SRA Schemes Work in Mumbai

  • Slum dwellers form a Cooperative Housing Society (CHS)
  • Society selects a developer through consent process (minimum 70% consent required)
  • Developer submits a rehabilitation scheme to SRA for approval
  • On approval, temporary transit accommodation is provided to slum dwellers
  • Developer constructs free rehab units (minimum 269 sq ft carpet area) for eligible residents
  • Developer also builds free-sale component sold at market rates as compensation
  • Eligible slum dwellers receive free housing with a 10-year lock-in period on sale

Eligibility Criteria for SRA Benefits

  • Resident in the slum before January 1, 2000 (cutoff date)
  • Must possess valid documentary evidence (ration card, voter ID, electricity bill, etc.)
  • Must be a bonafide occupant not a tenant of another slum dweller
  • One unit per eligible family, regardless of plot size occupied

FSI and TDR in SRA

  • Additional incentive FSI is granted to developers as a project viability tool
  • FSI can be used on-site or sold as TDR (Transferable Development Rights)

SRA is simultaneously Mumbai's most ambitious social housing programme and one of its most complex real estate mechanisms. At its best, it transforms blighted land into planned, legal neighborhoods while giving slum dwellers permanent, dignified homes. Strengthening SRA's governance, transparency, and post-rehabilitation support is critical to realizing its full potential for Mumbai's millions.
