What is circle rate vs. guideline value vs. ready reckoner rate?

Circle Rate, Guideline Value, and Ready Reckoner Rate are essentially the same concept the minimum property value set by the state government for the purpose of calculating stamp duty and registration charges.

  • Circle Rate: Delhi, Uttar Pradesh, Uttarakhand.
  • Guideline Value: Tamil Nadu, Andhra Pradesh, Telangana.
  • Ready Reckoner Rate (RRR): Maharashtra (Mumbai, Pune, Nashik, etc.).
  • Basic Value / Guidance Value: Karnataka (Bangalore).
  • District-wise Rate / Market Value: Rajasthan, Gujarat, and other states.

Purpose of These Rates

  • Set the floor price below which a property transaction cannot be registered.
  • Stamp duty and registration charges are calculated on the higher of actual sale price or government-set rate.
  • Prevent black money and underreporting in real estate transactions.
  • Provide a reference for property valuation by banks and courts.

Circle rate, guideline value, and ready reckoner rate are the same concept adapted to different state lexicons. They form the bedrock of property registration costs and tax calculations across India.
