What is an Upzoning Policy?

An upzoning policy allows higher-density housing on land previously zoned for lower density, increasing housing capacity by permitting more units per parcel, typically 6-10 units to address affordability challenges.

How It Works

  • Zoning changes allowing moderate density (6-10 units)
  • Applied to large share of parcels (25%-50%)
  • Targeted at neighborhoods or corridors
  • Often coupled with mandatory affordable housing

Benefits

  • Increases housing capacity significantly
  • Improves city-wide affordability
  • Enables middle-income individuals to live there
  • Creates zoning buffer between stock and maximum

Upzoning policies allow higher-density housing on previously lower-density land increasing capacity by permitting 6-10 units per parcel to improve affordability.
