
In a decisive move to modernize land governance, the Haryana government has officially launched an online auto-mode mutation system designed to eliminate property-related fraud. The system was inaugurated by Chief Minister Nayab Singh Saini and initially rolled out on a pilot basis in Manesar. This reform specifically targets "double registration" scams, where a single plot is sold to multiple unsuspecting buyers because of the time lag between property registration and the manual updating of revenue records. By collapsing this timeline, the state aims to provide a secure and transparent environment for all real estate transactions.
The new mechanism integrates the registration process directly with the WEB-HALRIS server, ensuring that the digital wheels start turning the moment a sale deed is signed. Key operational features include:
A primary objective of this digital shift is to remove human discretion and the associated "bribe culture" that has long plagued sub-registrar offices. Previously, buyers often made repeated trips to patwaris, sometimes facing deliberate obstacles and demands for unauthorised payments to complete a simple mutation. The automation serves as a "vacuum cleaner" for the state's massive backlog, which currently includes approximately 1.3 lakh pending mutations statewide, with 20,000 cases in Gurugram alone.
District Revenue Officer Vijay Yadav noted that this initiative is part of a broader expansion of services on the revenueharyana.gov.in portal. Citizens can now log in to check land records, apply for registries, and even request land measurements digitally. To support this rollout, the government has deployed 1,900 newly trained patwaris and established a stringent five-day deadline for any manual approvals that remain necessary, emphasising a culture of accountability and speed.
Following the successful pilot in Manesar, the auto-mutation system will be expanded to all tehsils in Gurugram before a full statewide implementation. Market analysts believe this reform sets a national benchmark for digital land administration, mirroring successful near-simultaneous registration models in states like Telangana and Karnataka. By empowering the common man to perform due diligence via the online Jamabandi portal and ensuring that every penny in taxes goes directly to the exchequer via E-GRAS, Haryana is significantly boosting investor confidence in its booming real estate hubs.
