HSVP Registration Rule Sparks Buyer Concerns

Buyers of plots auctioned by the Haryana Shahari Vikas Pradhikaran (HSVP) will now require the physical presence of an authorised HSVP official at the tehsil office to complete registration of the sale deed. The change follows a revised procedure introduced by the revenue department, which extends an existing requirement for private developers to HSVP transactions as well.

How the new registration process works

Under Haryana's property registration process, both the buyer and the seller, or their authorised representatives, are required to be physically present before the sub-registrar or tehsildar for execution of the sale deed.

Identities are verified, biometric details and photographs are captured, and the document is registered after payment of the applicable stamp duty and registration charges.

Revenue officials said HSVP was previously the only exception to this practice: an authorisation letter from the estate officer was accepted as proof, and the seller's column in the deed was often left blank since HSVP itself was the seller.

  • The requirement applies only where HSVP is the direct seller, such as plots allotted through e-auctions.
  • It does not apply to resale transactions between private parties.

Manpower shortage already causing delays for buyers

SDM Sanjeev Singla said the administration had already discussed the issue with HSVP and asked it to nominate officials for registry work, noting that private developers already depute an authorised signatory or representative during registration.

HSVP officials, however, said the authority does not have adequate manpower to depute officers at multiple tehsil offices for every registration, and is examining how to implement the revised procedure without affecting property registrations.

The change has already affected buyers. Sandeep Sharma, who travelled from Rajasthan for registration of an auctioned plot, said he was informed about the new requirement only after reaching the tehsil office and had to return without completing the registry.

Who this rule affects

The requirement is limited to cases where HSVP is directly transferring ownership of a plot, such as through e-auctions. For resale of an HSVP plot, the authority is no longer the seller, so no HSVP official is required to be present.

A revenue official said the change brings HSVP transactions in line with the procedure already followed for private developers, where an authorised representative of the developer remains present during registration as the seller.

Buyers travelling from other states for registration face the greatest risk of disruption if this requirement is not communicated in advance, as happened in Sandeep Sharma's case. Until HSVP resolves its staffing constraints, confirming official availability with the concerned estate office before visiting the tehsil office may help buyers avoid a similar outcome.
