Residential plots layout under Riyadh's Real Estate Balance Program

Riyadh will begin accepting applications on Sunday, August 16, for the second edition of the Real Estate Balance Program, which aims to provide up to 40,000 residential plots annually, with applications remaining open until September 15.

The programme is overseen by the Royal Commission for Riyadh City (RCRC) and aims to provide between 10,000 and 40,000 developed and planned residential plots annually over the next five years.

The one-month application window gives eligible residents a defined period to register their interest before the next stage of the process begins.

How the Real Estate Balance Platform works

According to the RCRC's official website, applications can be submitted through the Real Estate Balance Platform, after which a list of applicants who meet the eligibility requirements will be announced.

A lottery will then be conducted and plots identified, followed by allocation and off-plan sale procedures before the ownership process is completed.

This structured, multi-stage process is designed to move applicants from initial registration through to eventual plot ownership in a transparent sequence.

Plots priced at up to SR1,500 per square metre

Plots offered under the programme will be priced at no more than SR1,500 per square metre.

The Real Estate Balance Platform aims to help balance the real estate market and increase homeownership among eligible beneficiaries in Riyadh, while also seeking to ensure fair distribution and maintain a balance between supply and demand in the city's residential real estate market.

Capping prices at this level is intended to keep the plots accessible to a wide pool of eligible applicants rather than only those able to pay prevailing market rates.

Part of a royal directive to boost homeownership

The programme is being implemented under the directive of Crown Prince Mohammed bin Salman and a royal order approving the provision of residential land to citizens in Riyadh, positioning it as part of a broader push to expand access to affordable housing land in the Saudi capital.

,p>With the programme structured to run annually over the next five years, it is designed to provide a sustained, ongoing channel for residential land allocation rather than a one-off release of plots.
