Speedwell QUEENS District Bucharest €21.5 million residential financing

Romanian developer Speedwell has signed a €21.5 million financing agreement with Intesa Sanpaolo Bank Romania for the residential component of QUEENS District, its mixed-use development in Bucharest's Aviației area.

The deal funds 237 premium apartments across the first two residential buildings, which will deliver 147 of the total units, with the full project scheduled for completion in Q1 2028.

What QUEENS District Will Contain

The project is conceived as an integrated urban ecosystem rather than a standalone residential block, combining four distinct uses on a single site:

  • 237 premium apartments across two residential buildings
  • Approximately 23,000 sqm of modern office space
  • Around 2,500 sqm of retail and services
  • Landscaped green areas, pedestrian walkways and an inner courtyard

The office component has already secured STRABAG as both general contractor and first anchor tenant, with the company set to relocate its Bucharest headquarters to the development under a long-term lease.

Why the Financing Carries Extra Weight Right Now

The transaction lands at a notable moment for Romania's residential market. New regulations on the protection of buyers' advance payments have recently come into force, introducing stricter requirements around reservations, cadastral procedures and the use of funds collected from future buyers.

As advance payments face tighter controls, bank financing becomes a more meaningful signal of project quality and developer credibility than it was before the regulatory shift.

Denisa Guberna, Head of Corporate at Intesa Sanpaolo Bank Romania, said the financing reflects the bank's commitment to supporting developers who incorporate rigorous energy efficiency criteria and Excellent BREEAM standards.

Yannick van de Parre, Country Manager Romania at Speedwell, described QUEENS District as a project built around the discipline the market needs: a strong location, a clear mixed-use concept and a development structure built on transparency and long-term value.

The Investor and End-User Case

Mădălina Arsene, Sales Director at Speedwell, said the financing adds a further layer of confidence for both end-users and investors. For residents, the pitch is a premium apartment in a connected area with offices, green spaces and services within walking distance.

For investors, the argument rests on location, sustainability credentials and the mixed-use ecosystem's ability to support long-term value retention. With delivery set for Q1 2028, the project enters the market as Romania's residential pre-sale framework tightens, which may work in the favour of developers who have already secured institutional financing rather than relying on buyer deposits to fund construction.
