What is the difference between market value and circle rate?

Understanding Market Value

Market value is the actual price a property fetches in the open market based on demand, location, and current conditions.

Understanding Circle Rate

Circle rate, also called ready reckoner rate, is the minimum value set by the government below which a property cannot be registered.
