
Abu Dhabi has extended the application deadline for Building Occupancy certificates in the emirate. The emirate's Department of Municipalities and Transport (DMT) announced the change.
The previous deadline was September 16, 2026. That date was itself a grace period provided by the municipality. It has now been postponed to November 30, 2026.
This gives building owners and real estate operators more time to complete the required procedures.
An occupancy certificate is an official municipal document. It confirms that a building is safe to use and complies with applicable technical and regulatory standards.
A building must undergo inspections to obtain one. Certificates may remain valid for up to five years, depending on the type of property. They must be renewed before expiry.
Applications must be submitted through a classified engineering consultancy. They are processed using the Municipal e-Permitting System.
Obtaining or renewing a certificate requires a building to undergo inspections and submit reports based on its type and use.
Building owners who do not complete the application on time face an administrative fine of up to Dh1 million.
They will also receive an order requiring all identified violations to be corrected. Units without a valid occupancy certificate will not be eligible for registration of new residential tenancy contracts through Tawtheeq.

Owners and management companies that begin the formal application process before the deadline may receive extra time.
They may get an additional six months, or another period approved by the Urban Planning and Permits Centre. This allows them to complete the required technical and regulatory procedures.
DMT has urged owners and operators to coordinate with licensed engineering firms and begin as early as possible.

The directive forms part of Administrative Decision No. 1 of 2024. It regulates the Building Occupancy and Legalisation Certificate Programme.
The framework aims to ensure buildings are structurally safe and suitable for use. It also supports residents' well-being and helps maintain property quality and value.
The Abu Dhabi Real Estate Centre will support implementation by comparing municipal records and contacting owners of properties that do not meet the requirements. Municipalities will also conduct field inspections to identify buildings requiring certification.
