Development-ready land plots in Romania's changing property market

Romania's land market is undergoing a significant transformation, with plots that have clear zoning status, approved Zonal Urban Plans and the ability to enter development quickly becoming increasingly sought after, according to Crosspoint Real Estate, the International Associate of Savills in Romania.

The value gap between fully entitled land and plots without planning documentation is widening. Certainty and speed are increasingly becoming important factors in determining land value.

Development-Ready Land Gains Premium

Crosspoint's analysis of the first half of 2026 shows the market operating at two different speeds. Plots with clear documentation that allow rapid development are transacting efficiently.

By contrast, land acquired in previous years based on future urbanisation scenarios is becoming harder to monetise. In some cases, transactions are now dependent on obtaining a building permit before final agreements are signed.

Crosspoint said development-ready land was already commanding a 20–30% premium, with this gap expected to continue expanding.

The company also noted a shift from measuring land value by euros per square metre of land toward euros per buildable square metre.

New Buyer Profiles Enter the Market

The buyer base for Romanian land is also becoming more diverse. Alongside residential developers, demand from energy, digital infrastructure and data centre operators is increasing.

These buyers can assess land using different criteria from traditional real estate developers.

For energy storage projects and data centres, access to electrical capacity can be more important than conventional planning indicators.

Infrastructure and Energy Capacity Drive Interest

Southern Bucharest and regional hubs including Jucu, Brașov, Oradea and Timișoara are attracting investor attention. Crosspoint links this interest to infrastructure connectivity and available energy capacity.

The changing buyer profile is creating new requirements for land suitable for infrastructure-led developments.

Energy availability is becoming an increasingly relevant consideration alongside planning status.

Crosspoint Reports Major 2026 Transactions

Crosspoint's activity during 2026 reflects the changing market. The company brokered a residential development site in Bucharest valued at more than €10 million and a retail land transaction in Craiova exceeding €9 million.

The company is also managing mandates to identify a location for a 250 MW data centre and market a 500 MW Battery Energy Storage System project.

Land Value Expands Beyond Planning Indicators

According to Crosspoint, land valuation is increasingly moving beyond traditional planning parameters.

Energy capacity is becoming another factor that can influence the potential value of certain land assets.

The company describes this as a shift from evaluating land primarily through planning indicators toward assessing properties through both development potential and available energy capacity.

In some market segments, the focus is moving from CUT to MW.
