Telangana 2BHK housing scheme plans 1 lakh new homes in Hyderabad for poor families

Telangana's flagship free housing programme is entering a new phase. The state government has renewed its commitment to the 2BHK Housing Scheme with a fresh round of ownership document handovers in Hyderabad and a major announcement: 1 lakh additional housing units are planned for construction in the city, targeted at poor families living in rented accommodation, temporary shelters or inadequate housing. Transport Minister Ponnam Prabhakar confirmed that land has already been identified for the expansion and that housing development will be linked with employment opportunities in the areas selected.

What Telangana's 2BHK scheme provides

The programme is state-funded in full, with the Telangana government bearing the entire construction and allotment cost. Beneficiaries receive a completed two-bedroom house with one hall, one kitchen and two toilets at no charge, with no home loan or construction contribution required. In urban areas, including Hyderabad, where land scarcity makes standalone construction impractical, multi-storey apartment complexes are built to accommodate larger numbers of beneficiaries within compact footprints. The scheme is implemented across both rural and urban Telangana, with the urban expansion now receiving sharper focus given the scale of housing need in the state capital.

Who is eligible for the free housing scheme

The primary target group is Below Poverty Line families who do not own a permanent home and are residents of Telangana meeting prescribed income and residency requirements. Within that broad category, the government gives explicit preference to several vulnerable groups: persons with disabilities, widows, senior citizens, Scheduled Castes, Scheduled Tribes and other deserving categories identified by local authorities. Minister Mohammad Azharuddin, speaking at the recent document distribution event in Hyderabad, confirmed that marginalised families and those with special needs are being prioritised, stating that the government has recognised and addressed such cases in the current round of allotments. Beneficiary selection is carried out through verification by district administrations and local bodies rather than self-declaration.

Documents typically required to apply

While requirements can vary across allotment drives and local authorities, applicants are generally expected to provide an Aadhaar card, residence proof, income certificate, ration card, caste certificate where applicable and a disability certificate where relevant. Officials verify all documents before finalising beneficiary lists to ensure the benefits reach genuinely eligible families. Prabhakar noted that the government is also working to resolve long-pending administrative issues to make housing allocations smoother and more transparent, a recognition that document-related bottlenecks have historically caused delays in scheme delivery.

Why the Hyderabad expansion matters

Hyderabad's housing deficit for low-income urban residents is substantial and has grown alongside the city's rapid economic expansion over the past decade. As the city has attracted technology investment, global capability centres and a growing professional workforce, land and rental prices have risen sharply, pushing lower-income families further from employment centres and into increasingly inadequate accommodation. A commitment to build 1 lakh units specifically within Hyderabad, near areas where employment opportunities exist, addresses both the housing deficit and the spatial mismatch between where poor families can afford to live and where jobs are available. If delivered at the scale and timeline announced, it would represent one of the largest single-city affordable housing pushes by any state government in recent years.
