
The Uttar Pradesh government has announced that it will prepare GIS-based master plans for 93 tier-II towns located across 49 districts of the state. The initiative is intended to ensure that the rapid expansion of smaller urban centres takes place in a planned and sustainable manner, supported by scientific land use planning and improved infrastructure development. According to official reports, the project will utilise Geographic Information System (GIS) technology to create detailed digital maps that can guide future urban growth.
Tier-II towns in Uttar Pradesh have witnessed increasing residential, commercial, and economic activity over the past few years. As these towns continue to expand, the government aims to establish a framework that can help local authorities manage growth while maintaining an organised urban structure. GIS technology provides accurate spatial data that can be used to map roads, public utilities, water bodies, transport corridors, residential zones, and commercial areas.
Unlike conventional master plans, GIS-based planning integrates multiple layers of geographical information into a digital platform. This allows planners to study existing infrastructure, identify development gaps, and make informed decisions regarding future projects. The digital mapping system can also support better coordination between various government departments responsible for urban development.
The proposed master plans are expected to serve as long-term blueprints for these towns. They will help authorities determine suitable land allocation for housing, industries, commercial establishments, public institutions, green spaces, and transport infrastructure. The initiative is also expected to facilitate better monitoring of urban expansion and reduce instances of unplanned development.
The programme aligns with the objectives of the Government of India's AMRUT 2.0 initiative, which promotes the formulation of GIS-based master plans for Class-II towns with populations between 50,000 and 99,999. The central framework focuses on creating standardised base maps, land use maps, master plans, and urban geo-portals using GIS technology.
Urban planning experts have long highlighted the importance of scientific planning in addressing challenges such as traffic congestion, uneven infrastructure distribution, and inefficient land utilisation. Through this initiative, Uttar Pradesh aims to equip its emerging urban centres with data-driven planning tools that can support balanced development and improve the overall quality of urban infrastructure in the years ahead.
