Yogi Unveils First PMAY Flat

Chief Minister Yogi Adityanath handed over the first key of units built under the Pradhan Mantri Awas Yojana-Urban (PMAY) at an event in Ghaziabad on Friday. This marks the first unit to be handed over since the scheme was announced 11 years ago in 2015, aimed at providing affordable housing to people from economically disadvantaged sections of society.

How the Scheme Is Structured

Under PMAY, the cost of a flat was ascertained at Rs 6 lakh, split between the Centre's share of Rs 2.5 lakh, the state government's share of Rs 1 lakh, and a beneficiary contribution of Rs 2.5 lakh. To be eligible for the benefit, a household's annual family income must be less than Rs 4 lakh.

Why the Delay Took So Long

The Ghaziabad Development Authority (GDA) faced an initial delay in receiving funds from the central and state governments, which held up the scheme's rollout. A lack of infrastructure meant to be developed by the power department and UP Jal Nigam further contributed to the delay. With the Chief Minister now handing over the first unit, GDA has officially begun giving possession of other completed flats, with officials saying units will soon be delivered to beneficiaries including Krishna Kumar under the Madhuban Bapudham housing scheme.

Where Other Units Stand

In the Madhuban Bapudham housing scheme, GDA has constructed 856 units, and in Newari, 528 units are ready. However, across three other schemes Dasna, Noor Nagar and Pratap Vihar a total of 2,112 units are yet to be completed.

₹868 Crore in Additional Infrastructure Projects

Apart from the housing handover, the Chief Minister also inaugurated and laid foundation stones for a total of 90 projects worth Rs 868 crore. Key projects included the Hapur Chungi flyover and a multi-level parking facility at Rajnagar District Centre. The Hapur Chungi roundabout, where traffic merges from four directions Kavinagar, RNE, DM office, and towards the police line has long been a traffic bottleneck; a flyover worth Rs 125 crore has been planned to bypass it and enable free traffic flow to the police line side, stretching 1.2 km with four lanes.

To ease congestion in the Rajnagar District Centre commercial hub, GDA will construct a multi-level parking facility under the Design, Build, Finance, Operate, and Transfer (DBFOT) model, where a private entity designs, constructs, funds, and maintains the facility and recovers costs through user fees before transferring it to GDA. Other projects launched include roundabouts, a 1.5 km Northern Peripheral Road, and Hum-Tum Road, which — along with the outer ring road will connect Ghaziabad to Meerut.
