The Cabinet Committee on Economic Affairs (CCEA) on Thursday approved the construction of a 135.87 km four-lane access-controlled highway from Baihata Chariali near Guwahati to Tezpur along National Highway-15 in Assam, at an estimated cost of Rs 8,970.20 crore.
The project, which excludes the 15.11 km Mangaldoi Bypass, will be developed under the Build-Operate-Transfer (BOT) Toll mode as part of the National Highways (Original) programme, according to an official statement.

A 135.87 km corridor with major bridges and bypasses
The project comprises five major bypasses spanning 58.7 km to ease congestion in Baihata Chariali, Sipajhar, Kharupetia, Dekiajuli and Tezpur, addressing traffic bottlenecks at some of the corridor's busiest stretches.
The highway will also include:
- 15 major bridges
- 30 minor bridges
- 19 flyovers
- 46 underpasses
- Around 210 km of service roads to facilitate local traffic movement along the access-controlled corridor
Elephant underpass and emergency landing facility for IAF
The proposed corridor will include a 4.9 km Emergency Landing Facility (ELF) on the Tezpur Bypass, planned in coordination with the Indian Air Force, as well as an elephant underpass on the Tezpur Bypass to support wildlife movement through the region.
According to the Ministry of Road Transport & Highways' statement, the project is expected to double average travel speeds, reduce travel time by nearly half, improve road safety, enhance fuel efficiency and lower vehicle operating costs for those using the corridor.

Boosting connectivity between Assam and Arunachal Pradesh
The corridor will also improve connectivity between Assam and Arunachal Pradesh by linking key economic, logistics and tourism centres.
It will provide access to eight PM Gati Shakti economic nodes, including industrial parks, the two aspirational districts of Darrang and Udalguri and tourist destinations such as Maa Kamakhya Temple, Kaziranga National Park and Orang National Park.
The government said the project will strengthen connectivity to major railway stations, airports and inland waterway terminals, facilitating faster movement of passengers and freight across the region and supporting broader economic activity along the corridor.
By linking Guwahati to Tezpur through a fully access-controlled corridor, the project is expected to significantly cut travel times between two of Assam's key economic centres while improving access to Arunachal Pradesh.
