DDA Approves Delhi Master Plan 2047 for Affordable Housing

Delhi Lieutenant Governor Taranjit Singh Sandhu on Wednesday approved the Delhi Master Plan 2047, paving the way for affordable housing supply and a ban on concrete structures in the Yamuna O-Zone.

The plan was changed from MPD 2021 to MPD 2047 to align with the central government's vision of Viksit Bharat 2047, replacing the earlier MPD 2041 that the Delhi Development Authority (DDA) had been working on.

The plan will now be sent to the Ministry of Housing and Urban Affairs, Government of India, for final approval and subsequent notification.

The first Master Plan for Delhi was promulgated in 1962, followed by the Master Plans of 2001 and 2021, with each prepared for a 20-year prospective period.

TOD policy to add 17 lakh homes, Yamuna O-Zone concrete ban

To develop the national capital over the next 20 years, the MPD is likely to increase housing supply under the Transit-Oriented Development (TOD) policy, which allows construction of high-rises along metro and rail corridors.

With Delhi's population projected to grow significantly by 2047, around 17 lakh dwelling units are expected to be developed under the TOD policy over the next decade, sources said.

The corridor-based approach opens up an area of 207 sq km, covering 500 metres on either side of metro corridors and a 500-metre radius of RRTS or railway stations, primarily for affordable housing.

Residential high-rises in the 250-metre area on either side of Urban Extension Road II may also be included.

DDA has banned construction of any concrete structure in the core area of the Yamuna floodplain, while the remaining area, designated as part two, will only allow recreational activities such as parks. Under the Land Pooling Policy, wherever there is a right-of-way of 30 metres or above, DDA will develop the road network.

Simplified building approvals and greenfield land pooling

The DDA also approved amendments to the Unified Building Bye-Laws (UBBL)-2016 to simplify the building plan approval process, obviating the need for no-objection certificates from the Delhi Pollution Control Committee, Chief Inspector of Factories, Delhi Jal Board and the Forest Department for building permits, aimed at reducing compliance burden and improving Ease of Doing Business.

Sources said large-scale development of sectors in the city's greenfield areas using the land pooling model will be part of the new MPD and more green areas will be developed in 174 villages of the national capital.

Uniform redevelopment policy for old DDA housing

Sandhu also decided to introduce a uniform policy for redevelopment of old two-storey residential units built by the agency under MPD-1962.

DDA said several old housing schemes consist of built-up two-storey units on individual plots that are over 50 years old and structurally deficient and while vacant residential plots had clear redevelopment guidelines, built-up two-storey units lacked a uniform framework.

With the approval, these units are now granted redevelopment rights on par with vacant residential plots, and the number of flats in these residential societies can also be increased as part of a redevelopment project, officials added.
