Egyptian PM Mostafa Madbouly reviews draft real estate market regulation law

Egyptian Prime Minister Mostafa Madbouly has reviewed a proposed draft law. The law aims to regulate the real estate market with industry developers.

It seeks to establish a professional developers' federation. It also aims to introduce unified classification criteria. These would protect buyers and help resolve stalled projects.

The legislative push follows a directive from President Abdel Fattah Al-Sisi. He called for a legal framework that balances investment incentives with protecting the state, developers, and beneficiaries.

Madbouly said the government is coordinating with regulatory bodies. Their aim is to inventory faltering projects nationwide and develop solutions for non-delivery cases.

Next Steps for the Draft Law

The government intends to hold dialogue sessions on the draft. This will happen before presenting it to the Cabinet and then to Parliament, Madbouly added.

Randa El-Minshawy is Minister of Housing, Utilities and Urban Communities. She said the ministry is actively identifying cases of developers failing to deliver housing units.

She noted these cases remain minimal compared to the sector's overall achievements.

She said the government is resolving these issues sequentially to serve both serious developers and buyers.

What the Draft Law Includes

El-Minshawy said the proposed law aims to boost investment confidence. It would do this by creating an organised professional federation to assist in dispute resolution and support market transparency.

The legislation would mandate a unified classification of developers. This would be based on executed work volume, financial solvency, and operational capacity.

It would also enforce stricter rules to protect contractors.

  • Registration conditions and customer protection measures

El-Minshawy explained the draft's philosophy is designed to balance buyer protection and market stability with empowering qualified developers.

It also imposes strict monitoring on developers who do not meet efficiency conditions. These developers must satisfy requirements before joining the federation as core members.

Who Attended and What Developers Said

The meeting included Deputy Minister of Housing for Urban Communities Walid Abbas and other ministry officials.

They reviewed transitional provisions and the objectives of the Egyptian Federation of Real Estate Developers.

Real estate developers provided preliminary feedback. They highlighted the sector's economic impact through ongoing projects valued at trillions of EGP that create millions of jobs.

They stressed the importance of differentiating between the majority of serious developers and a small percentage of non-serious operators. They affirmed the need for clear financial and technical criteria for classification.
