TMG Noor Capital Gardens City handover EGP 500 billion smart city East Cairo 2026

Talaat Moustafa Group Holding has begun handing over residential units at Noor, its flagship development in Capital Gardens City in East Cairo.

The start of occupancy marks the transition of one of Egypt's most ambitious urban projects from construction into a live community.

TMG said it will provide management and operational services from the first day of handover, so residents move into a functioning development rather than an empty site still waiting for infrastructure to activate.

Delivery Acceleration Across the Portfolio

The Noor handovers come as TMG posts sharp delivery growth across all its developments:

  • 2025 full-year deliveries: approximately 3,196 units, up 5% on 2024
  • H1 2026 deliveries: approximately 1,459 units, up 131% on H1 2025
  • Q2 2026 deliveries alone: 1,034 units up 1,193% on Q2 2025

The Q2 jump reflects a large number of units reaching the final handover stage simultaneously across multiple projects.

For a developer of TMG's scale, that kind of acceleration in completions is both an operational achievement and a commercial signal to the market that delivery schedules are being met.

What Noor Is

Noor is being developed across approximately 5,000 feddans in Capital Gardens City, with total planned investments estimated at EGP 500 billion.

The project is designed as a large-scale smart and green city. When fully developed, it is expected to comprise:

  • Approximately 140,000 residential units, from apartments to villas
  • Capacity for around 600,000 residents
  • A 2.7-kilometre frontage along the Cairo-Suez Road
  • Proximity to the Regional Ring Road, Capital International Airport and the New Administrative Capital

Four international consulting firms SWA, Sasaki, Perkins Eastman and Boston Consulting Group contributed to the planning.

The masterplan targets an integrated urban community combining housing, public spaces, community facilities, smart-city technologies and sustainable infrastructure.

The East Cairo Growth Story

Noor's location sits at the intersection of several of East Cairo's most active development corridors.

The area is already home to New Heliopolis, El Shorouk, Madinaty and New Cairo. East Cairo's current population of approximately 4.5 million is projected to reach around 10 million by 2030.

That demographic trajectory is the underlying demand engine behind projects like Noor and the reason TMG chose this corridor for one of Egypt's largest single residential investments.

For residents now beginning to move in, the first handovers represent more than a property transaction.

They are the opening of a city. Whether Noor builds the community depth that makes a 600,000-person urban environment genuinely liveable will depend on how quickly the commercial, recreational and service layers follow the residential handovers.

TMG's stated commitment to operational services from day one is a deliberate attempt to close that gap from the start rather than leaving residents to inhabit an incomplete urban shell.
