
The Gujarat government has launched the Gujarat Shipbuilding and Repair Policy 2026, outlining an ambitious roadmap to position the state as India's premier shipbuilding and maritime manufacturing hub through large-scale investments, infrastructure development, fiscal incentives and workforce training.
Chief Minister Bhupendra Patel unveiled the policy on Monday, July 27, setting targets to establish two Integrated Mega Shipbuilding Parks, expand the state's shipbuilding capacity beyond 50 lakh Deadweight Tonnage (DWT) and attract investments exceeding ₹27,000 crore.
A key feature of the policy is the development of a mega greenfield shipbuilding cluster at Kuchhadi in Porbandar district, for which the Gujarat Maritime Board is preparing a Detailed Project Report (DPR).
The cluster is expected to house two to three world-class shipyards supported by marine equipment manufacturing units, logistics facilities, research centres and skill development institutions.
Of the projected investment, around ₹23,700 crore is expected to come from private players, while approximately ₹3,300 crore will be invested in common infrastructure, including breakwaters, dredging facilities, navigation channels, floating cranes, roads, electricity and water supply, with support from both the Centre and the state government.

The initiative also aims to provide skill development and capacity-building programmes for more than five lakh people, creating a robust talent pipeline for the maritime sector.
To encourage investment, the policy offers a combination of financial incentives, including capital assistance, stamp duty reimbursement, interest subsidies, dredging support, electricity tariff concessions and water charge subsidies.
It also introduces a single-window clearance system, a dedicated grievance redressal mechanism and additional incentives for early investors, aimed at accelerating project implementation and enhancing Gujarat's competitiveness in the global shipbuilding industry. The policy aligns with the Centre's Shipbuilding Financial Assistance Scheme 2025 and Maritime Vision 2047.
