The Lucknow Development Authority (LDA), which has been designated the nodal agency for developing the Uttar Pradesh State Capital Region (UPSCR), is gearing up to prepare a Geographic Information System (GIS)-based Master Plan-2051 for the six districts that make up the region. The digital plan will integrate land use, water bodies, forests, green belts, and proposed development projects spread across nearly 26,000 sq km onto a single platform to support planning and monitoring.

Which Districts Are Covered

The proposed UPSCR will include Lucknow, Barabanki, Sitapur, Hardoi, Unnao, and Rae Bareli. Bringing these six districts under one regional master plan is intended to give planners a long-term framework for coordinated, planned growth across the wider capital region rather than fragmented, district-by-district development.

What the Master Plan Will Define

Officials said the plan will define land use, settlement patterns, and transport networks for the region. It will propose new highways, regional rail links, a mass rapid transit system, freight corridors, logistics parks, and improved last-mile connectivity to rural areas. The plan will also address economic development, physical infrastructure, environmental conservation, social infrastructure, governance, and implementation.

Projects Under Consideration

Beyond the core master plan, the LDA is also identifying specific projects in transport, infrastructure, industry, and tourism for inclusion in the regional plan. Proposals currently under consideration include a Transport Nagar, an orbital rail corridor, Metro network expansion, industrial clusters, logistics parks, food parks, and corridor-based development along the Lucknow-Kanpur Expressway.

Why This Matters for the Region

By consolidating land use, infrastructure, and development data onto a single digital platform, the LDA aims to give the UPSCR a more coordinated growth trajectory than has historically been possible when districts plan independently. If implemented, the Master Plan-2051 would position Lucknow and its surrounding districts for structured expansion over the coming decades, with transport connectivity and industrial development positioned as central pillars of that growth.
