
The Meghalaya Cabinet has approved two major projects aimed at strengthening the state's digital infrastructure and higher education ecosystem. The Cabinet cleared the expansion of the Shillong Technology Park through the construction of a second IT Park building and also approved the establishment of St Xavier's University in New Shillong. The decisions, announced after the Cabinet meeting chaired by Chief Minister Conrad K. Sangma, are expected to attract investment, generate employment and position Meghalaya as an emerging hub for technology and higher education in Northeast India.
The approvals form part of the state's broader development strategy focused on creating long-term economic opportunities through investments in education, digital infrastructure, tourism and agriculture. Officials said the projects are intended to improve employment prospects for local youth while encouraging private investment and supporting the planned growth of New Shillong as a modern administrative and knowledge city.
The Cabinet approved a revised administrative sanction for the construction of the second building at the Shillong Technology Park campus in Umsawli, New Shillong. While the primary structure is nearing completion, the revised proposal includes additional plug-and-play office spaces, a larger cafeteria, a modern auditorium and centralised air-conditioning to meet the requirements of national and international technology companies. The additional works have been estimated at around ₹36 crore after review by the Planning and Finance Departments. The expanded facility is expected to strengthen Meghalaya's IT ecosystem, attract technology companies and create new employment opportunities in the state.
The Cabinet also approved the establishment of St Xavier's University by allotting 50 acres of land at Mawkhanu in New Shillong at a concessional rate of approximately ₹1 lakh per hectare. The university had initially requested 100 acres, but following discussions the government approved 50 acres for the project. The institution is expected to enhance higher and technical education in Meghalaya while attracting students from across the Northeast. Officials believe the arrival of a nationally recognised educational institution will contribute to developing a highly skilled workforce and strengthen the state's education infrastructure.

Both projects will be developed in New Shillong, the state's planned township designed to decongest Shillong and accommodate future administrative, educational and economic expansion. The township has been envisioned as a modern urban centre with dedicated administrative, institutional and technology zones supported by planned infrastructure. The establishment of the university and expansion of the IT Park align with this long-term vision of transforming New Shillong into a knowledge-driven city.
The Meghalaya government expects the projects to stimulate private investment, improve employability and encourage the growth of knowledge-based industries. The IT Park expansion is expected to attract technology firms and startups, while St Xavier's University will create opportunities in education, research and skill development. Together, the projects are intended to strengthen Meghalaya's competitiveness within the Northeast while supporting sustainable economic growth.
The approval of the IT Park expansion and St Xavier's University represents an important milestone in Meghalaya's long-term development strategy.
