
Homelessness continues to affect many economically weaker families across Puducherry. This is especially true for scheduled caste and other backward class communities.
These families often lack the means to own even a piece of land to build a home on.
To address this, the Union Territory administration has run welfare schemes over the decades. These schemes aim to help such families secure a site of their own.
One such scheme is the Distribution of Free House Sites to Scheduled Caste and Other Economically Backward Classes. It was launched in 1981 by the Adi Dravidar Welfare Department, Government of Puducherry.
Under the scheme, homeless poor scheduled caste people and other economically backward class people are provided free housing sites.
This applies to those who meet the eligibility criteria. It enables them to construct their own houses.
The applicant must be a citizen of India. They must also be a native or permanent resident of the Union Territory of Pondicherry. The annual family income should not exceed Rs 24,000. The applicant must be at least 18 years old.
The applicant should be homeless. No family member should own a house or house site. The applicant must also have a bonafide intention to construct a house within two years.

Applicants need to provide several key documents.

Interested applicants must visit the office or sub-office of the Adi Dravidar and Scheduled Tribes Welfare Department.
This should be done during office hours. Applicants should request a hard copy of the prescribed application form.
This can be obtained from the director, Adi Dravidar Welfare Department, Thattanchavady, Puducherry.
The applicant should fill in all mandatory fields on the form. A passport-size photograph must be pasted, signed across if required.
Copies of all mandatory documents should be attached, self-attested if required. The duly filled and signed form, along with the documents, should then be submitted to the concerned authority.
Applicants should request a receipt or acknowledgment after submission. This receipt should contain essential details, including the date and time of submission.
It should also include a unique identification number, if applicable. Keeping this receipt safe can help applicants track the status of their application with the department.
