Saudi Arabia's Real Estate General Authority has announced the start of a new property registration phase for part of the Rie Dhakher neighbourhood in the Makkah region.

Registration opens on 13 September 2026 and runs through 17 December 2026.

The process is available through REGA's electronic real estate registration platform. Remaining regions, governorates and neighbourhoods across Saudi Arabia will be announced in subsequent phases.

What Registration Produces

For each registered property, REGA will issue a property number and an updated title deed. The title deed will include:

  • Property data, description and condition
  • Associated rights and obligations
  • Precise geospatial information linking the property to its physical location

The geospatial link is significant. It connects paper ownership records to verified physical coordinates, closing the gap between what a deed says and what a boundary actually looks like on the ground.

REGA said this will strengthen real estate infrastructure and ensure the sustainability of the sector.

What Owners Need to Do

Registration requires a title deed that meets legal requirements. REGA has urged property owners in the designated area to verify their documents ahead of the registration period.

The process is electronic, removing the need for in-person office visits for the submission stage.

Owners who fail to register within the specified window could face financial penalties under the Real Estate Registry system, with the penalty amount determined by a specialised committee.
