The Tamil Nadu government has made online, presence-less registration mandatory for the first sale of plots and flats in the state.
Buyers, builders and developers will no longer need to visit a sub-registrar office for these transactions.
The initiative was launched as part of the first phase of the Registration Department's transition to the STAR 3.0 system and is designed to improve transparency while reducing physical footfall at registration offices across the state.
What Changes for Buyers and Developers
Registration for the first sale of plots in layouts and flats in apartment buildings will now be completed exclusively online.
The new system is presence-less by design the people involved in a registration will not need to visit the sub-registrar office at any stage.
Biometric authentication will be completed digitally through fingerprint or iris verification.
Builders, developers and applicants will need to create login credentials on the Registration Department's TNREGINET portal.
Executants, claimants and witnesses must also provide their Aadhaar details along with biometric authentication at the time of registration.

- Log in to the state Registration Department's portal
- Submit all sale documents
- Upload Aadhaar details for executants (sellers), claimants (buyers) and witnesses
- Complete biometric verification via fingerprint or iris scan
- Upload photographs
- Complete payment for registration and stamp duty

How Officers Process Applications
Once submitted, registering officers will process applications within 24 hours. They can approve the application, return it for correction or reject it outright.
If a document is returned for correction, the applicant has 30 days to make the required changes and resubmit it.
The 24-hour processing window is a significant improvement over the time typically spent coordinating physical visits and document verification at sub-registrar offices.
