
For 156 families in the Mumbai Metropolitan Region, a 25-year-long struggle for homeownership is finally drawing to a close. These individuals, who were declared winners in the Maharashtra Housing and Area Development Authority (MHADA) lottery draw in the year 2000, are set to receive possession of their flats in 2026. The resolution follows the issuance of a long-awaited Occupation Certificate (OC) by the Thane Municipal Corporation (TMC) for the project located in the Chitalsar Manpada area of Thane. Over the next few weeks, the MHADA Konkan Board will begin issuing provisional offer letters to initiate final formalities, including balance payments and allotment letters.
The project’s delay was rooted in a complex regulatory dispute between state and local authorities. While the winners were selected from the Economically Weaker Section (EWS) and Low Income Group (LIG) categories in 2000, construction was halted shortly after they paid their initial ₹10,000 deposits. The Thane Municipal Corporation had objected to the development, citing a pre-existing reservation on the land parcel that prohibited residential construction. Throughout the ensuing 25 years, MHADA retained the earnest money deposits of the winners while seeking a legal and planning resolution to clear the site for habitation.
In a move that has provided significant relief to the aging lottery winners, MHADA has implemented a substantial price reduction for these tenements. Originally valued at approximately ₹51 lakh, the authority has slashed the cost by ₹15 lakh per unit. Consequently, the winners will now be able to secure their homes for approximately ₹36.51 lakh. This price correction is intended to compensate for the extreme delay and ensure that the homes remain within the affordable reach of the original beneficiaries, many of whom have waited half a lifetime for this moment.
The resolution of this legacy issue occurs as MHADA manages its broader 2026 housing inventory. In addition to these 156 homes, the authority had offered 869 additional units in Chitalsar Manpada through a separate draw last year. Meanwhile, the ongoing 2026 Mumbai lottery features 2,640 units, of which 1,762 are currently under construction. As of May 10, the authority had received 43,637 applications with earnest money deposits, even as the overall application deadline was extended to May 14 to accommodate higher demand following recent price cuts in other zones like Vikhroli.
The handover of the Chitalsar Manpada project is being viewed by urban planners as a rare but successful instance of a state body fulfilling its decades-old commitment to low-income homebuyers. Officials from the MHADA Konkan Board emphasized that the priority is now to expedite the possession process so that these 156 families can occupy their homes before the end of the current year. This milestone serves as a critical precedent for other stalled public housing projects across Maharashtra, highlighting the potential for inter-agency cooperation and fiscal adjustments to resolve long-standing urban housing bottlenecks.
