The Chandigarh administration has operationalised its online building plan approval system across all major property categories.
The system covers residential, commercial and industrial plots. It introduces self-certification, real-time status updates and enhanced monitoring mechanisms.
Originally launched in April 2022 in a limited form, the platform has now been expanded to full scale.
Officials said the goal is to make building plan sanctioning faster, more transparent and more accountable.
Self-Certification by Architects
A key feature of the updated system is the Self-Certification scheme.
Architects registered with the Council of Architecture are authorised to submit building plans directly for residential, commercial and industrial plots.
The administration said this is expected to reduce processing time, facilitate approvals within prescribed timelines and ease compliance requirements for applicants.
Automated Updates at Every Stage
Applicants no longer need to make repeated visits or follow up manually. The system sends automated SMS and email notifications at every stage of the approval process. Notifications cover:
- Scrutiny of documents
- Fee assessment
- Issuance of technical no-objection certificates
- Final sanction
The provision allows applicants to track their application's progress in real time, removing the uncertainty that has historically made building approvals a time-consuming exercise for property owners and developers.

A Dashboard for Accountability
To strengthen oversight, a dedicated administrative dashboard has been introduced for departmental heads and authorities.
The dashboard provides real-time information on pending applications at various stages and helps ensure adherence to timelines prescribed under the Citizen Charter.
The monitoring layer makes delays visible to decision-makers rather than allowing them to accumulate undetected.

What the Administration Says
Deputy Commissioner Nishant Kumar Yadav said the initiative had made the building plan approval process faster, simpler and more transparent.
He said self-certification by architects, timely digital updates and the real-time monitoring dashboard had helped reduce delays, keep applicants informed and ensure compliance with Citizen Charter timelines.
He added that the Chandigarh administration remains committed to leveraging technology to deliver efficient, transparent and citizen-friendly services.
For property owners and developers operating in Chandigarh, the shift to a fully digital approval process removes several friction points that have historically added time and uncertainty to construction projects.
Self-certification by CoA-registered architects is particularly significant it transfers initial responsibility for plan compliance to qualified professionals, allowing the administration to focus its review capacity on oversight and exception handling rather than routine scrutiny of every submitted plan.
