The Delhi government has notified the Delhi Slum and Jhuggi Jhopri Relocation and Rehabilitation Policy, 2026, to provide permanent housing to nearly 5 lakh families, covering around 20 lakh people living in eligible settlements established before January 1, 2025.
The policy, announced by Chief Minister Rekha Gupta, seeks to accelerate the 'Jahan Jhuggi, Wahan Makan' scheme, with a focus on rehabilitating families within or near their existing settlements.
Under the framework, eligible families will receive one-bedroom, hall and kitchen (1-BHK) housing units.
Rehabilitation will prioritise in-situ redevelopment or relocation within a three-kilometre radius of existing settlements to keep families close to workplaces, schools and essential services.
The proposed residential complexes will have schools, anganwadi centres, healthcare facilities and playgrounds.
The policy also ensures that families residing in eligible slum settlements will not be removed without being provided alternative accommodation.
Separate housing units will be allotted to independent families occupying different floors of the same structure.
Families with persons with disabilities will receive priority for ground-floor accommodation.

The government will provide maintenance of common infrastructure, services and security arrangements for five years from the date of the first allotment.
Housing allotments will be made through a computerised draw of lots.
A centralised GIS-based digital platform will also be developed to monitor projects, manage allotments and maintain beneficiary records.
The policy includes a grievance redressal and appeal mechanism to address objections raised by eligible families.

For in-situ redevelopment projects undertaken through the public-private partnership (PPP) model, developers will be responsible for arranging temporary housing or rental accommodation for affected families.
Alternatively, developers will have to provide financial assistance towards rent during the redevelopment period.
Gupta said the policy seeks to ensure that slum-dwelling families receive housing along with dignity, security and access to improved living facilities.
She added that the initiative draws inspiration from Prime Minister Narendra Modi's vision of 'antyodaya' and the welfare of the poor.
