The Haryana government has proposed amendments to the Haryana Building Code, 2017, allowing a maximum floor area ratio (FAR) of 264% for residential plots up to 250 square metres, while retaining the maximum building height at 16.5 metres.
The proposed changes cover residential plots across five size categories, with the maximum permissible FAR for larger plots set at 240%.
The Directorate of Town and Country Planning (DTCP) issued a public notice on November 2, inviting objections and suggestions from the general public and stakeholders. Feedback can be submitted until December 1.
Under the proposed framework, residential plots measuring up to 100 square metres will have a base FAR of 165%, while plots above 100 square metres and up to 250 square metres will have a base FAR of 145%. Both categories will have a maximum permissible FAR of 264%, including additional purchasable FAR.
For plots above 250 square metres and up to 350 square metres, the proposed base FAR is 130%, with the maximum permissible FAR set at 240%.
Plots measuring above 350 square metres and up to 500 square metres will have a base FAR of 120%. For plots above 500 square metres and up to 1,000 square metres, the base FAR will be 100%, with the maximum permissible FAR remaining at 240% for both categories.
Ground coverage will remain at 75% for plots up to 250 square metres and 66% for plots above that size.

The proposed amendments retain the maximum building height at 16.5 metres across all five plot-size categories.
The framework specifies a ground-plus-three-floor configuration, including stilt parking and four floors (S+4). A single-level basement will be permitted across the categories.
The proposal does not increase the base FAR but incorporates the maximum permissible FAR limits into the Haryana Building Code.

The proposed amendments seek to replace the existing table under sub-clause (a) of Clause (i) of Sub-code 6.3(3) of the Haryana Building Code, 2017.
The public notice, signed by DTCP Director General Dr J Ganesan, states that the proposed amendments have been approved by the government and that objections and suggestions are being invited before further action.
The proposed changes could provide existing residential plot owners with greater construction scope for rebuilding or expanding their homes, while offering developers additional scope to develop independent floors.
