Access to secure, permanent housing remains a persistent challenge for many economically weaker families in Gujarat. This is especially true for marginalised communities.
Many of these families live in dilapidated structures or have no home of their own.
Dr. Ambedkar Awas Yojana was launched in 1999. It was introduced by the director of scheduled caste welfare, under the department of social justice and empowerment, Government of Gujarat.
The scheme aims to help such families construct homes of their own. This applies to both urban and rural areas of the state.
Financial Assistance Under the Scheme
Eligible scheduled caste beneficiaries receive assistance of Rs 1,20,000 for house construction. This applies in both urban and rural areas. The amount is released in three instalments.
- Rs 40,000 upon the order of administrative sanction
- Rs 60,000 once construction reaches the lintel level
- Rs 20,000 upon completion of construction, including the toilet
Beneficiaries are also eligible for a separate Rs 12,000 toilet assistance amount. However, constructing a toilet is mandatory to receive the main Rs 1,20,000 assistance.
Eligibility Criteria
The applicant must be a native of Gujarat and belong to the SC category. They must not own a residential home or a plot for residence.
Neither the applicant nor any family member should have availed benefits under any other government housing scheme. The annual income limit is Rs 6,00,000 in both rural and urban areas.
The upper limit on construction cost is Rs 10,00,000 for urban areas and Rs 7,00,000 for rural areas. This ceiling does not apply to assistance under the Affordable Housing Scheme in urban areas.
Construction must be completed within two years of the first instalment. The beneficiary must be at least 21 years old.
Benefits may also be granted to build a house on the first floor of a property. This applies where the ground floor is registered in another person's name, provided the owner or landlord consents.

Documents Required
Applicants need several documents. These include a passport-size photograph, Aadhaar card, caste certificate, and ration card.
Proof of annual income, residence, and land ownership or title deed are also required. A copy of the bank passbook's first page or a cancelled cheque is needed.
Widowed applicants must provide proof of their husband's death. Other requirements include a land map, election identity card, house construction certificate, self-declaration, and a photograph of the open plot or dilapidated house.

How to Apply
Eligible applicants can apply online through the e-Samaj Kalyan Portal. New users register under the "Citizen Login" tab, entering their name, gender, date of birth, Aadhaar number, email ID, and caste. They can then log in with their user ID and password.
Applicants should update their "User Profile" with mandatory information, then select the scheme, fill in the application form, and upload required documents.
They must agree to the terms and conditions before saving and submitting. A printout should be taken for future reference, and status can be tracked by logging into the portal.
