Egypt is exploring plans to establish a real estate investment fund to increase the economic and investment returns from assets owned by the New Urban Communities Authority (NUCA).
Housing Minister Randa El-Menshawy discussed the proposal during a meeting with ministry and NUCA officials on October 14, 2026.
The proposed fund aims to attract domestic and foreign investors, create additional sources of liquidity and financing, and develop a diversified real estate portfolio capable of generating sustainable revenue.
The initiative remains at the discussion stage. The ministry has not announced the fund's size, structure or launch timeline.
The proposed investment vehicle is intended to improve the management and financial performance of NUCA's real estate assets. Its main objectives include:
During the discussions, El-Menshawy stressed the importance of examining different investment models before deciding how individual assets should be managed or developed.
The assessment will consider the characteristics of each asset, its economic potential and the development opportunities available.
This approach is intended to help NUCA identify suitable ways to maximise returns while making better use of its existing real estate portfolio.
The ministry also highlighted the importance of diversifying investment and financing mechanisms.
Additional funding sources could help support urban development plans as projects and new cities continue to expand across Egypt.

The New Urban Communities Authority (NUCA) is the government body whose real estate assets are being considered for the proposed fund.
The initiative focuses on unlocking the value of these assets and creating additional financial resources for development and urban projects.
Rather than relying on a single investment approach, the ministry is considering models that reflect the individual characteristics and potential of different properties.
The proposed strategy places asset management and investment returns at the centre of future decisions.

The meeting was attended by Walid Abbas, Deputy Minister of Housing for New Urban Communities, alongside officials from the Ministry of Housing and NUCA.
The discussions form part of the ministry's efforts to explore new ways to manage public real estate assets and diversify funding for development projects.
If implemented, the proposed fund could provide an additional mechanism for attracting investment and financing urban development.
However, its final structure, participating investors, asset portfolio and implementation schedule have not yet been disclosed.
