Mohamed Alabbar announces plans for major real estate and tourism investments in Syria at RISE Summit 2026 in Dubai

Mohamed Alabbar, founder and managing director of Emaar Properties, has announced plans to invest between $16 billion and $17 billion in real estate and tourism development projects in Syria.

The proposed investments aim to explore long-term opportunities in a market facing economic and geopolitical challenges.

Alabbar outlined the plans during a session titled “Building Through the Cycle” at RISE Summit 2026, held at the Dubai World Trade Centre on October 14.

The session was moderated by CNBC anchor and correspondent Dan Murphy.

During the discussion, Alabbar highlighted the importance of assessing investment opportunities through economic feasibility, commercial considerations and social responsibility.

Syria's Resources Could Support Long-Term Development

Alabbar identified several resources that could support development and investment in Syria, including:

  • Agricultural land
  • Water resources
  • Oil and gas
  • Local skills and human resources

He said these resources could provide a foundation for long-term development projects.

He also referred to his recent visit to Syria, which allowed him to examine investment opportunities firsthand and assess the cooperation he experienced with local officials.

However, he stressed that investment decisions must be based on clear economic and commercial considerations rather than opportunity alone.

Real Estate and Tourism Investment Priorities

The proposed Syria real estate investment programme covers real estate and tourism development.

Alabbar said investment in markets facing economic and geopolitical challenges requires careful evaluation of both opportunities and risks.

He highlighted several potential contributions of major projects:

  • Creating employment opportunities
  • Supporting the establishment and growth of businesses
  • Increasing local economic activity
  • Contributing to government revenues
  • Supporting improvements in quality of life

Alabbar also noted that major investments could extend over a period of 20 years. This makes long-term planning and relationships with local communities important considerations for developers.

Social Responsibility and Sustainable Development

Alabbar said UAE companies investing overseas have a responsibility to contribute to development in the markets where they operate.

He emphasised the importance of transparency, social responsibility and sustainable relationships with local communities.

His comments placed these considerations alongside commercial feasibility as factors guiding investment decisions.

The approach reflects the need to assess how major developments can support local economic activity while addressing the needs of the communities around them.

Alabbar Discusses Opportunities at RISE Summit 2026

The announcement was made during a discussion on property markets, investment opportunities in Syria and the future of urban development amid economic and technological changes.

The proposed investment range of $16 billion to $17 billion represents planned commitments rather than completed expenditure.

The announcement did not provide a detailed allocation of the proposed investment between individual projects or disclose specific project timelines.

The plans signal Alabbar's interest in exploring Syria tourism development and real estate opportunities.

Their implementation will depend on feasibility studies, commercial considerations and the broader conditions affecting investment in the country.
