Falling behind on housing installments can quickly become expensive when penalties keep piling up. To help beneficiaries break that cycle, the Gujarat government launched the 100% Penalty Mafi Yojana, offering a complete waiver of late-payment penalties. Introduced by the state's urban development and urban housing department, the scheme targets beneficiaries of the Gujarat Housing Board (GHB) and the Slum Clearance Cell who have unpaid housing installments on their allotted properties.
The idea is simple: if mounting penalties have stopped you from clearing your dues, you can now pay only the outstanding installment amount and get the entire penalty waived. Beneficiaries who clear all pending arrears in a single lump-sum payment by 31 March will be eligible for a 100% waiver of the penalty component. The scheme also enables eligible applicants to move closer to securing the transfer of ownership of their property. Applications can be submitted online.

The online application process involves four steps. First, fill in the application form, entering all mandatory personal details and completing every field marked with an asterisk. Second, upload the necessary documents by selecting "Choose File" or using the drag-and-drop option, ensuring all documents are clear, legible, and within the prescribed file size limit. Third, review and submit the application, verifying all information and uploaded documents before clicking "Submit," and save the application reference or acknowledgement number for tracking and future correspondence. Fourth, pay the outstanding dues in one lump sum through the designated Gujarat Housing Board payment channels before 31 March, keeping payment receipts safely for future verification and records.
