The Karnataka Assembly has passed eight bills covering property registration, rural properties, park land, land revenue, commercial establishments and transport administration.

The changes introduce e-registration, bring unapproved rural properties under planning frameworks and tighten checks on property registration in urban areas. Here is what each key provision means in practice.

What Changes for Property Owners

The Registration (Karnataka Amendment) Bill, 2026 is the most significant change for buyers and sellers. It introduces four direct reforms:

  • Remote registration: e-Registration and remote registration of some compulsory registrable documents are now possible without either party attending the Sub-Registrar's office
  • Sub-Registrars will conduct due diligence at the time of registration to prevent illegal property registration in urban areas
  • Certified copies of documents will be available through a centralised virtual distribution system
  • Penalties apply for fraudulently manipulating or hacking the department's portal or software

Unapproved Rural Properties Get a Regulatory Path

The Karnataka Gram Swaraj and Panchayat Raj (Second Amendment) Bill seeks to bring properties in rural areas without prior approval within the regulatory framework of the Karnataka Town and Country Planning Act.

The aim is to control such properties in the interest of public safety and health.

For owners of unapproved rural structures, the bill creates a legal pathway and a compliance obligation.

Park Land: A Five Per Cent Ceiling on Alienation

The Karnataka Government Parks (Preservation) (Amendment) Bill, 2026 amends the 1975 Act governing prominent Bengaluru green spaces including Cubbon Park and Lalbagh.

Park land can now be alienated — through sale, lease, gift, exchange, mortgage or otherwise only up to five per cent of the total area, and only for public utility projects. Key safeguards include:

  • The five per cent ceiling includes all land already previously alienated
  • An expert evaluation mechanism headed by the Additional Chief Secretary will assess proposals before any recommendation reaches the state government
  • Standard Horticulture Department administrative developments are excluded from the restriction
  • Minimal areas within Horticulture Farms may be used for core Horticulture Projects, including post-processing facilities, cold storage and agro-based industries benefiting local farming communities

Other Bills Passed

The broader legislative package includes several further reforms:

  • Karnataka Land Revenue (Amendment) Bill: empowers the state to assign officers to study or research matters under the Act
  • Karnataka Shops and Commercial Establishments (Amendment) Bill: decriminalises and rationalises offences, enables digital payment of fees and prohibits retention of documents by establishments
  • Bengaluru Metropolitan Land Transport Authority (Amendment) Bill: ensures continuity in administrative decision-making to address Bengaluru's traffic and mobility challenges
  • Karnataka Industries (Facilitation) (Amendment) Bill and Karnataka GST (Amendment) Bill also passed

Taken together, the eight bills represent a significant push to modernise Karnataka's property and land administration systems.

The shift towards remote registration and digital document access directly reduces friction for buyers and sellers.

The rural property regularisation framework and the park land ceiling address longer-standing gaps where the absence of clear rules had left both owners and regulators without a workable path forward.
