Proposed 125-acre Film City across Palshet, Velneshwar and Tavsal villages in Guhagar taluka, Ratnagiri, Maharashtra

Maharashtra is planning a new Film City across 125 acres in Guhagar taluka of Ratnagiri district, along the Konkan coast. The proposed project aims to strengthen film production infrastructure in a region known for its beaches, coastal landscapes and popularity among filmmakers.

The tourism and cultural affairs departments are preparing a detailed project report.

The government is considering an initial investment of around ₹100 crore, with development potentially taking place through a public-private partnership (PPP) involving private players from the entertainment industry.

The proposed facility is intended to address the shortage of studios, accommodation and logistical support for film crews working in the region.

Where Will the New Film City Be Located?

The proposed development will use land under the Maharashtra Tourism Development Corporation (MTDC) across three villages in Guhagar taluka:

  • Palshet: Part of the proposed site for film production infrastructure.
  • Velneshwar: One of the villages identified for the project.
  • Tavsal: Another location included in the proposed land area.

The 125-acre site is expected to provide space for production facilities and supporting infrastructure. Its coastal setting is one of the reasons the Konkan region has attracted film and television shoots.

What Facilities Could the Film City Include?

The proposed project is expected to include facilities that help production teams manage shoots without having to depend entirely on studios and services located elsewhere.

Plans currently include:

  • Two or three studios for film and television production.
  • Accommodation for film crews.
  • Dedicated locations suitable for filming movies and television serials.
  • Supporting infrastructure to make production logistics easier.

Dapoli and Guhagar have previously attracted film and television crews because of their natural scenery and coastal stretches. Marathi films such as Kaksparsh and Bapya, along with television serials, have been shot in the area.

However, the lack of nearby production facilities has made it difficult for crews to organise accommodation and other logistical requirements.

The proposed Film City aims to address these gaps and make the region more convenient for future productions.

Government Reviews Investment and Development Options

Maharashtra Cultural Affairs Minister Ashish Shelar is leading the initiative.

Following discussions with officials and former Guhagar MLA Vinay Natu, Shelar directed the cultural affairs department to examine funding options and prepare a detailed proposal within one month.

MHADA vice-chairman Sanjeev Jaiswal has offered assistance with the required infrastructure.

The government is also considering a PPP model to involve private companies from the entertainment industry.

The project remains at the planning stage, and its final funding structure and implementation details have not yet been confirmed.

Part of Maharashtra's Wider Film Infrastructure Plans

Maharashtra currently has one operational Film City, located in Goregaon, Mumbai.

Other proposed facilities include projects in Nashik and Nagpur, along with a separate proposal for a Film City on approximately 150 acres in Malad.

The state is also pursuing a ₹3,000 crore upgrade of Goregaon Film City.

The proposed Ratnagiri facility would extend film production infrastructure to the Konkan region, where officials see potential to combine filmmaking with tourism.

Potential Employment and Tourism Benefits

If implemented, the project could create employment opportunities for local residents and support businesses connected to accommodation, transport, catering and production services.

It could also encourage more film crews to work in the Konkan region.

These benefits will depend on the project's approval, funding, infrastructure development and eventual operations. For now, the 125-acre proposal represents a planned step towards expanding Maharashtra's film production network beyond Mumbai.
