Maharashtra Chief Minister Devendra Fadnavis has announced a comprehensive plan to transform Pune and the wider Pune Metropolitan Region over the next two years, with a focus on infrastructure and mobility.
The announcement came during the inauguration of Magnum Ice Cream Company's Global Capability Centre in Pune. Fadnavis acknowledged directly that the pace of Pune's expansion had outrun the supporting infrastructure.
Implementation is expected to begin within the next two months, with state government financing committed to the plan.
A coordinated team comprising municipal commissioners, the district collector, the PMR commissioner and the MIDC CEO has prepared the plan. Key components include:
Fadnavis said the government is focused on increasing the speed of commutation and mobility across the entire PMR.
He described the goal as making Pune, Pimpri-Chinchwad and the PMR among the country's most advanced mobility-enabled urban areas by 2029, with all work targeted for completion within three years.
Alongside the infrastructure commitment, Fadnavis pointed to Pune's growing role as a GCC destination.
Commercial office demand from GCCs reached around 6 million square feet over the past 15 months in Pune, with 130 new or expanded GCC units established across Maharashtra during the same period.
The state has set a target of hosting 400 GCC companies and more than 700 units in the coming period. Maharashtra's GCC policy initially targeted 400 centres.
The number had already crossed 130 in its first year, prompting Fadnavis to call for efforts to make Pune the country's top GCC destination in 2026.

The occasion itself the opening of Magnum Ice Cream Company's Global Business Solutions Centre provided Fadnavis with a live example of the investment pattern he is trying to accelerate.
The facility will employ more than 1,000 people and generate indirect employment beyond that. It will use artificial intelligence, automated technologies, logistics and other advanced solutions to support Magnum's global operations.
Fadnavis described the combination of government and business as creating an ecosystem for investment and employment, with the state particularly focused on addressing IT infrastructure challenges in Hinjawadi.

For Pune's property market, the two-year infrastructure timeline carries direct implications.
The Shivajinagar-Hinjawadi Metro corridor's imminent launch will reshape residential and commercial pricing along its route. Ring road completions and HCMTR progress will open new corridors for development.
The Fadnavis commitment to begin implementation within two months backed by state financing rather than dependent on central government approvals removes a layer of execution uncertainty that has historically slowed Pune's infrastructure delivery.
If the timeline holds, Pune's urban geography by 2029 will look meaningfully different from today and the property market is already beginning to price in that expectation.
