The Maharashtra Housing and Area Development Authority (MHADA) has decided to redevelop Pratiksha Nagar in Sion on its own.

It will not hand the project to a private developer. This lets MHADA retain control of the 25-hectare layout and the additional housing stock generated through redevelopment.

In a first for the housing authority, Pratiksha Nagar will be redeveloped through the Engineering, Procurement and Construction (EPC) model.

Under this arrangement, MHADA remains responsible for the project. It will hire a contractor to construct the buildings for a fixed fee.

A Departure from the Usual Model

This marks a departure from the Construction and Development Agency (C&DA) model used for MHADA's major redevelopment projects.

Under that model, MHADA hands a plot to a private developer. The developer finances and executes the project, gives some flats to MHADA for its lottery draws, but keeps most homes to sell for profit.

C&DA projects have previously covered layouts including Motilal Nagar, Abhyudaya Nagar, Bandra Reclamation, Adarsh Nagar in Worli, and GTB Nagar.

By undertaking Pratiksha Nagar itself, MHADA will retain the additional housing stock for future affordable housing sales.

About Pratiksha Nagar

The layout spans approximately 25 hectares. It has 216 buildings comprising about 10,000 residential units.

Of these, 90 buildings were earmarked as transit accommodation over the past few decades. The remaining buildings comprise homes allotted to beneficiaries through multiple lottery draws.

The first phase of redevelopment will focus on dangerous and dilapidated buildings. Most of these are transit camps, some in use for decades. Around 5,508 residents currently live in the transit camps.

Plans for Unauthorised Occupants

MHADA is also considering accommodating unauthorised families living in these camps as part of the redevelopment.

A senior MHADA official said families identified as encroachers would also be provided transit accommodation until courts decide their cases.

The official added that a proposal on the EPC model would soon be sent to the state housing department for approval.

Why MHADA Chose This Approach

Chief Minister Devendra Fadnavis announced in March that MHADA would undertake the Pratiksha Nagar redevelopment itself.

According to the official, MHADA wants to promote cluster redevelopment rather than letting individual buildings and societies redevelop independently. This would allow common amenities and infrastructure to be planned across the layout.

The move also aims to create more housing stock, since MHADA has limited vacant land in Mumbai for new affordable homes.

The redevelopment plan excludes buildings constructed around 15 years ago, as these are considered fit for habitation. The project's timeline has not been finalised, as administrative approvals are pending and bidding is yet to begin.
