
In Chhattisgarh, a policy meant to make women more visible in the state's property records is beginning to show up in the numbers. A cut in registration fees for properties bought in women's names has pushed their share of registered deeds from 32% to 41% in just under two months, according to state data.
Between May 6 and June 30, the number of property documents registered in women's names rose to 21,292, up from 14,668 in the corresponding period last year, a rise of about 45%.
The government's decision was simple: halve the registration fee for women, while keeping the existing stamp duty concession in place. The reform was approved by the Cabinet on April 15 and notified on May 6, reducing the fee from 4% to 2%, a move framed by the government not only as an economic incentive but also as a step toward social justice.

The result, officials say, was a direct financial relief of Rs 50.14 crore for citizens, even as the state absorbed an estimated revenue loss of Rs 153 crore.
For families like Namita Sahu's in Balodabazar-Bhatapara, the change has altered the calculation. Earlier, she said, high registration costs discouraged people from putting land in women's names; now, the process has become easier and less expensive.
A government spokesperson said the idea is to strengthen women's financial stability and give them a stronger voice in family decisions, placing property ownership within the wider story of women's empowerment, not just access to assets, but access to influence.

The property fee cut comes alongside another direct transfer to women under the Mahtari Vandan Yojana, with Chief Minister Vishnu Deo Sai recently transferring Rs 626.25 crore to more than 66 lakh women in the scheme's 29th instalment.
Since its launch in March 2024, total payouts under the programme have reached Rs 18,805.83 crore and taken together, the two measures point to a state policy trying to move women's financial security from the margins to the centre.
